The city’s Drinking Water, Drainage, and Sewerage System (Seapal Vallarta) will carry out 18 infrastructure projects aimed at regularizing the water supply, with a total investment of 146 million pesos.
In an interview, Seapal’s General Director, Carlos Alberto Ruiz Hernández, explained that the organization was inherited with strained finances and no available resources. As a decentralized public agency under the City Council, Seapal relies on its own revenue to cover operational costs and fund public works, equipment, vehicle maintenance, and necessary system upgrades.
Ruiz Hernández said that seven projects were officially registered through the federal PROAGUA program, specifically under PRODDER (Programa de Devolución de Derechos), administered by the National Water Commission (Conagua). However, Seapal has already begun implementing additional projects using its own funds to boost water production capacity.
“We’re expecting the federal contribution—61 million pesos from Conagua—between August and September,” he said. “Along with 85 million pesos from Seapal’s own budget, this funding will support over eleven new projects, in addition to the seven we announced in early May.”
In total, these 18 projects aim to stabilize water service for Puerto Vallarta’s 91,000 registered water accounts within approximately two months.
