In a recognition that will come as no surprise to many who have already made the move, Mexico has once again been named one of the best countries in the world for retirees.
According to the 2025 Global Retirement Index published by International Living, Mexico ranks fourth globally as a top retirement destination. The report, based on research by Mercer, evaluated over 40 countries to determine where retirees can enjoy the best quality of life.
Mexico earned high marks for its affordability, access to quality health care, favorable climate, and the ease with which foreigners can integrate into local communities.
“Mexico is a vibrant and diverse retirement destination,” the report notes. “The country combines affordability, culture, and warm communities, making it a perennial favorite for North American expats.”
The rankings are based on 43 indicators grouped into four key categories:

Financial security, including access to pensions, social security, and savings opportunities

Health, which looks at medical care quality, life expectancy, and healthcare infrastructure

Quality of life, including environmental conditions, services, and air and water quality

Personal well-being, covering happiness, social connection, and lifestyle satisfaction
Unlike surveys based on tourist impressions, the index relies on insights from long-term residents. “They’re not tourists or casual observers,” the report emphasizes. “They’re embedded in the communities they report on.”
The report highlights a range of Mexican destinations that appeal to retirees, such as the colonial charm of San Miguel de Allende (a UNESCO World Heritage Site), the cultural cities of Guanajuato and Querétaro, the coastal allure of the Riviera Maya, and the lakeside towns surrounding Lake Chapala.
Addressing concerns about safety, Mexico correspondent Bel Woodhouse stressed the importance of common-sense precautions, saying, “Mexico is a safe and rewarding retirement destination provided you use common sense.”
Woodhouse, who herself has retired in Mexico, praised the country for offering her an ideal lifestyle.
“Mexico ticks all the boxes for me,” she said. “The abundant natural beauty, warm and friendly people, amazing food, healthier lifestyle, and low cost of living allow me to live the life I always dreamed of.”
