To enhance safety during search operations for missing persons, personnel from the Jalisco State Security Secretariat’s Search Group and the Secretariat for Intelligence and Search for Persons (SIBP) took part in specialized risk assessment training on May 6 and 7.
The sessions were led by the Analysis and Context Directorate of the Jalisco State Commission for the Search for Missing Persons (COBUPEJ) and focused on qualitative and quantitative methods for identifying threats, vulnerabilities, and operational capacities in the field.
A key element of the workshop was the hands-on evaluation of risk scenarios in municipalities such as Chapala, Puerto Vallarta, and Tlajomulco de Zúñiga. Participants used geostatistical tools and conducted spatial and temporal analyses to help design safer, more effective search strategies.
This training followed the Guiding Principles for the Search for Missing Persons issued by the UN Committee on Enforced Disappearances, which emphasize the need to protect those involved in search efforts.
Under the Missing Persons Law of the State of Jalisco, COBUPEJ is the agency responsible for conducting these risk assessments. The law also obliges public institutions to fully support victims and collectives engaged in field searches.
